The aim of the study was to determine the effect of an extended educational services on the dynamics of employment in the regions. It is shown that this type of service must meet the requirements of regional business, be based on the monitoring of the regional labor market and forecasting needs for specialists of different skill levels. Today, employers can actively participate in the training of young specialists to meet their own requirements. Currently, institutions attempt to involve employers into the development of educational programs of universities and evaluation of a set of competencies, which must have a future specialist. The article deals with the concept of organizational and economic behavior, which should include actions such as the development of ministries and agencies at the federal level strategic policy with regard to labor market experts, and the implementation of the planned activities should be attributed to the regional level. The correctness of his choice and the impact on benefits, as well as the main challenges to be addressed at each level of management within the framework of the formation of the algorithm behavior of the regional labor market.
