Abstract:

Investment, tourist, and social attraction of regions depends in many respects on a complex of measures in the cultural sphere aimed at forming conditions for effective development of a human capital. The complex area development covers a number of directions for the purpose of creating various, unique sociocultural and tourist product, corresponding infrastructure and associated services. The article is written on the basis of analytical note to the meeting of the Government of the Russian Federation concerning the opening of multipurpose cultural centers in small cities of Russia, where recommendations about integrated approach in implementation of this actual and large-scale project are given.
