Construction of social facilities is one of strategic missions of the government. The growth of housing construction caused an increased demand for social infrastructure. Creation of social infrastructure is a rather expensive business and there is a lack of budgetary funds to solve this problem. It is unprofitable for developers to build social facilities at their own expense. The mechanism of public private partnership can help to solve this problem. The results of the study are of interest to state government bodies with a view to creating the legal and organizational basis for attracting private businesses to realization of socially important projects on the basis of mutual benefit.
