Abstract:

This article discusses the features of estimation of state, industry and regional programs and projects at the modern stage. The author suggests using a differential technique for estimating programs and projects instead of the universal approach. This will allow estimating not only the quality of program or project development, but also the potential of implementing subject that directly influences the quality of a program or project implementation. The developed classification of programs and projects allows a more accurate assessment of state programs and projects implementation as a process of strategic management development.
