Using a theoretical approach to the tendencies of business development under the conditions of a market economy, the author notes the role of state support in this direction. The impact of the competitive environment on entrepreneurship development is studied; the priority directions of state activity for competition promotion in the non-oil sector are discussed; the system of positive expansionary actions in the spheres of industry, taxation, finance, investment, and privatization is reviewed.At the end of the article, general conclsions are made on competitiveness promotion in the sphere of small business and non-oil industry of the country.
