The article proves the necessity of development and acceptance of the land and territorial investment policy in the region which is targeted for conduction of the effective and rational land use for provision of the stable socioeconomic development. Main provisions of the targeted program that allows to increase effectiveness of the land source management are laid down that will be primarily shown as the increase of the business activity at the housing development market. Measures suggested may be used by experts of municipal authorities for development of the housing policy.
