The article is dedicated to the creation of state programs for staffing the economy with young specialists in the conditions of growing imbalance between the staff training system for the region and the real needs of the labor market. The authors studied the experience of Russian regions, including that of constituent members of the Volga Federal District, to establish the relevant programs, and suggested their approach to this problem for Orenburg Oblast. It was recommended to create the Regional Coordinating Council as a part of the development of social partnership in the region. The research results may be used by the authorities of Orenburg Oblast and other regions of the Russian Federation in the development of government programs, including the development of the education system and promotion of employment.
