Abstract:

The article is dedicated to the overview of the causes of the crisis of the year 2015 in Russia and the initiatives of the Russian government bodies related to implementation of the new instruments of the economic stimulation, such as deoffshorization and favourable refinancing of the investment projects being realized on the basis project financing. An overview of opinions of the leading Russian economists about the crisis is given. The mechanisms of deoffshorization in Russia and the granting of favourable financing of investment projects are described.
