The article deals with the problems of addressing the crisis of Russian economy through the development of small- and medium-sized business in the country’s regions. Through the example of Penza region as a typical Russian region the author analyzes the state, dynamics and prospects of small-sized entrepreneurship development, reveals the main directions of its regulation by public authorities and most important factors determining its efficiency.
