Institutional structure as a triad is a complex of organizations and enterprises, traditions and laws, management and financing mechanisms. It is exactly the institutional structure that predetermines the sources, methods and principles of financing of industries and individual organizations. In this article, financing of health resort organizations is considered from the institutional perspective in order to reveal lack of money resources in the presence of state aid.
