Abstract:

The article reveals modern peculiarities of the state policy in the sphere of complex regions development. The authors draw historical and economic parallels regarding formation of internal conditions for increasing the investment attractiveness of the territory on the example of the Kaluga region. Approaches to staffing of the innovational development of the regional economy are analyzed. The role of the regional educational institutions in the formation of the HR-potential is considered.
