This article provides an overview of the innovative agricultural policy in the United States with the example of creation of agricultural innovation system in Indiana. In the context of political sanctions, it is important for the Russian Federation to ensure food security; the task of import substitution can be completed on the basis of the innovative restructuring of agricultural production. Therefore, the study of regional innovation system development with the example of Indiana, USA, is of interest. The establishment of this system has enabled the state to change its status of a problematic region and become a national leader in the production of a number of agricultural products. The article provides a detailed analysis of the innovation network in the field of agriculture. The basis for creating innovations in the agriculture of Indiana is Purdue University and created on its basis innovation centers and a park (13 units), as well as world-class private companies DowAgroScience, Becks, and AgReliantGenetics. A lot of firms and companies are involved in the process of transfer of innovations at the earliest stages. The State Department of Agriculture, centers of University Purdue, AgriInstitute, and National FFA spread the innovations and support them. More than 16 large companies take part in the innovation network, the relationships and functions of the system’s members are shown.
