This article is dedicated to the research on the development of the socio-economic system of the region in the context of transition of the Russian economy to an innovative path of development. Creative economy industries become one of the major factors of regions’ competitiveness in developed countries and Russia.This paper suggests an approach to the definition of “socio-economic system”, lists the types of socio-economic systems, analyzes the development of creative industries in Siberian Federal District, and proposes a method for calculating the integral index of the creative potential development of a region.
