The article provides an analysis of the criteria of the labor forces of a service sector organization, which consist of experience, knowledge, qualifications of personnel, the ability to produce judgments, skills of conflict management and decision making. Responsible behavior of the personnel of a service sector organization depends on their skill level and intelligence, emotional maturity and mental state. Based on these provisions, the authors highlight the main sources of stress within the organization of housing and utility services and determine the directions to overcome them.
