Abstract:

The part of natural recourses in the national wealth of countries decreases and the part of human resources is rising. Humanity enters the new stage of development, when the intensive mode of production will predominate. The ability of human recourses to generate rational ideas with high frequency and to provide the maximum speed of their implementation is becoming the source of competitive advantage. The innovative society is coming and development of Russia as an innovative society requires scientific study.
