Abstract:

Nowadays the consumer system of housing and utility sector is obscure and confusing to the public; the pricing policy is missing in the regions, which leaves population unprotected against the vertical power structure and suppliers of housing services. It is required to restructure this economy sector on the whole territory of Russia, which is stated in this article where the author uses logical and structured and target-oriented approaches, and budgeting focused on reforming the housing and utility sector.
