Abstract:

New approach to interpretation of transport infrastructure system function consists in passage from its “provisional” feature to a “system-forming” one. This assumes formation of new economic regions in the territories covered by railway infrastructure. The article proposes to consider state assistance in construction of railway infrastructure in order to exclude impact of external factors.
