Abstract:

Is the money from the budget at the municipal level always used as intended and without disabilities? These issues become particularly acute, given that considerable amount of finance - about 20% of the consolidated budget is concentrated in the local budgets. Municipal control and calculating organs are to control the situation, but as of today they are organized and act not everywhere. The paper discusses the main challenges being the obstacles to their formation and effective performance.
