Abstract:

Tariffs for housing and communal services today are such that about a tenth of the population of Russia is forced to use subsidies to pay utility bills. But to what extent the tariffs are justified? Asking this question, the authors examine the degree of influence of various factors, related to the work of the utilities, on the growth of tariffs. Based on this study, they come to the conclusion about the ineffectiveness of work of the municipal utilities, since the population growth for them as a natural monopoly should lead to the economies of scale, which in reality is not happening.
