Abstract:

How can the evaluation of the scientific and technical potential of the regions of the Russian Federation be enhanced? The author proposes to address this issue taking into account the features of developing innovative systems that are identified in the article. After all, developed and developing innovative systems have significant differences; therefore, the calculation of the scientific and technical potential of the region should be made with an appropriate amendment.
