Abstract:

The article covers the question of human capital enhancement through education. It shows the difference in human capital accumulation in the Soviet era and at the present time. The article presents the interregional educational characteristics, examines the condition of state and private educational complexes and touches upon the problem of specialists’ employment in gender aspect.
