Today, in response to the development of the state upon the whole and its individual territories, the formation of socio-economic processes becomes of special importance. Holistic-action approach is the basis of the article's theoretical study of socio-economic processes structure. The author comes to the conclusion that Russia's economic growth rate to date demonstrates the lag in comparison with the developed countries, and the socio-economic process needs to be corrected in terms of proportions. For this purpose it is necessary to strengthen the role of education, to create innovative infrastructure, the innovation market, etc.
