The article deals with the problem of forming a stable and effective investment policy in Russia. The main directions of the Russian authorities' actions to attract investment capital to the country are considered. It is stated that the mere improvement of the existing system of regulation of capital does not bring the country closer to the standards of financial regulation in developed countries. A fundamental change of public policy in the monetary and financial sphere is needed.
