The article considers three main problems in the sphere of housing and communal services: 1) deterioration of fixed assets in the housing and public utility sector as well as the low energy efficiency 2) continued existence of administrative management principles and domination of the state property as well as the strong management centralization 3) artificial monopolization of markets, absence of an efficient service market and as a consequence, the lack of competition in the field of housing and communal services.
