The paper analyzes the difficult situation in the housing and communal services system in Russia. On the one hand, a significant deterioration of the public infrastructure puts it on the brink of disaster; on the other hand, the rapid growth of tariffs for housing services can result in putting the majority of the poor population below the poverty line. The problem could be solved by investing in the modernization of the public infrastructure, but this is hampered due to the difficulties connected with pledging and return of invested funds.
