Urbanaev Oleg Lyvovich – Postgraduate Student, Department of Economics, Buryat State University, Ulan-Ude
The paper is devoted to the subject of transformation of the spatial socioeconomic system (SSES) in the region. The author identifies six social groups based on the differentiation of personal incomes of the population in the Baikal Region. The poorest segment of the population with the income below 3500 rubles a month falls into a group called "deep or extreme poverty". The author draws a conclusion that there is a need for a new concept of evaluation of the region’s SSES which takes into account the degree of income inequality of the population in order to intensify the antipoverty measures.
