Abstract:
Budget management is closely connected with financial and social risks. When there is a budget deficit the social programs are cut down, and the growth of social spending often leads to an increase in the budget deficit and public debt. The paper suggests a mechanism of risk management for the budget deficit through the budget deficit management.
