The article shows that corruption operates in a kind of "border zone" separating the legal economy from the shadow one. In case when the number of people involved in the shadow economy becomes out-of-limit, i.e. passes a certain point of bifurcation, the "border zone" is captured by the "shadow businesses" being eroded due to losing the leading position by the legal economy. At the same time it is pointed out that the situation when all of its positions are occupied by the shadow economy should also be taken into account. Thus the shadow economy "comes to the surface" to a large extent and becomes legal. The main task in the fight against corruption lies in the moral and ethic sphere, supported by legal, organizational and economic instruments of the public administration.
