Abstract:

When paying the budget funds to the groups of citizens (defined by the Federal Legislation) for the purpose of housing purchase, the norm adopted by the Ministry of Regional Development of Russia is used to calculate the price for a sq. m. meter of housing. The article gives the idea that this norm is set too low, which leads to the underestimation of the amount of benefits paid to needy citizens. The author suggests her method of estimating the price for a sq. m. meter of housing, tested at estimation of prices for housing on the secondary market in Kaliningrad.
