The article shows that the market is no guarantee for realization of the human right to a decent life. However, people’s welfare is an essential factor to determine national economic development. The writer emphasizes this dialectical interlink: with penniless population, the economy has no prospects for development, since the customer demand falls. In this connection, regulating activities of the state, which smoothen the imbalance typical of the market, gain in importance.
