How does the development of a region or a group of regions take place? The writer explains it through the consistent pattern of innovation diffusion as a source of the regional growth with an enterprise kernel in the center of the structure and service companies around it. The article suggests a model of region (industry or individual enterprise) positioning as well as a procedure of grouping the regions in terms of the levels of economic development. On the basis of this procedure, all the regions are divided into four main groups according to the level of their economic development, and a set of public policy measures is given for each group.
