Abstract:

The article discusses the ways to improve intergovernmental relations in the Russian Federation. It is well-known that most of the public finances are accumulated at the federal level. What are the best ways for their distribution among the subjects of the federation? How to organize inter-budget transfers, so that they really worked for the development of regional economies? What are „block transfers“ and in which ways they influence the development of areas and sectors? Read more in the article.
