One of the most painful problems of Russia today is the inflow of illegal immigrants from the former Soviet republics. They settle down in overpopulated large cities, which results in considerable social tension. At the same time, there are vast unpopulated areas of Russia, which badly need to get involved in the economic turnover. The paper suggests channeling the immigration flow towards development of those territories by organizing allochtonous settlements.
