Abstract:

In the present paper, culture is regarded to be a factor of innovation stimulation in this country. In its turn, cultural institutions are unable to function independently, without governmental support. The writer reveals three types of national policies in the realm of culture: activist, conservative, and liberal. Terms are defined for a transition towards more active set of federal policies in the cultural realm under market conditions.
