It is impossible to give innovative impetus to Russia’s development without differentiation and modernization of national economy and in the absence of innovative activity on the part of small business. However, a number of negative factors hinder such activity, of which a limited financial potential is a major one. The use of instruments of private-public partnership both on federal and regional levels will contribute to solving the problem.
