Under the present conditions, the government’s role in creating the environment aimed at solution of the housing problem for the vast majority of the population is getting more and more important. One of the key issues in this respect is determination of acceptable terms for the disadvantaged social groups to wait for the opportunity of acquiring a home. At the same time, in the writer’s opinion, introduction of polar standards for the disadvantaged and for the working population that can afford mortgage is no positive trend.
