Abstract:

The article analyzed the situation in the Novosibirsk Region, where the small and medium businesses are developing rapidly. Although the regional administration does a lot to support their development it is slowed down by a number of problems mainly related to the lack of funds and advisory support from the regional authorities. In the author’s opinion a solution to these problems may be the development of project incubators for small and medium-sized businesses in the rural areas.
