Abstract:

The article suggests applying the Federal Law № 94-FZ of 21.07.2005 "On placing orders for deliveries of goods, work execution and service rendering for the state and municipal needs" as a normative framework for creating the federal contract system, designed to provide the maximum transparency of the state procurement for control authorities, openness – for taxpayers and availability – for bidders.
