The article proves the expediency of the institutional interpretation of insurance culture as a particular set of norms, rules and values, governing the economic behavior of participants in the insurance market. The author points out the features of the insurance culture among the population in Russia, a particular attention is paid to the analysis of opportunistic behavior and trust as an institutional basis for the development of the insurance market. The author formulates and studies the signs of a civilized culture of credit borrowers, which are considered as the targets to be formed in the national practice.
