The development of an innovative economy – one of the most important directions of the evolution of Russia. However, the proportion of innovation active companies really not so great, the same can be said about the level of innovation of the domestic economy. The author highlights the reasons for this situation with a considerable amount of expenditure on innovation: the success of innovation policy is impossible without creating an appropriate institutional environment and the development of effective demand.
