How does the government program of support for small and medium enterprises work in the conditions of the global financial crisis? According to the authors, there are flaws in its application, the essence of which is that banks use public funds to maximize their own profits. The authors propose a simple solution to this problem: exclude the units formed by subordinated commercial banks from the chain of intermediaries between the state and the business, and instead, use only one intermediary – the state credit organization.
