The article analyzes the problems of implementation of regional development strategies based on program-oriented approach. The author identifies typical realization scenarios of the long-term target programs, determines consequences of ineffective program realization, which are underestimated in the theory and practice. The author reveals the discrepancy between the objectives of the strategic development and target programs by the example of the Vladimir Region. The ways of solving the problems identified are suggested by the author.
