Abstract:
The article gives an overview of the legislation devoted to innovations. The author emphasizes the need for the innovation development at the regional level. Based on the research of activities of Russian regions in this area,
conducted by scientists at Kuban State University, the author singles out three leaders - Moscow, Saint Petersburg and Krasnodar.
