Abstract:

Formation of small enterprising is one of the priorities of the state. The problem of creating an effective system and mechanism for managing small enterprises has gained a great urgency. The article examines questions of the correlation between small business management and self-organization. The author specifies that any management subsystem, formed by the state is weaker than the local government of entities arising evolutionarily.
