The article examines approaches to managing the sphere of physical education and sports in the context of the cyclicality of the economic system. The author examines the problem on the basis of the position of the Russian Government regarding the development of physical education and sport, as reflected in the regulatory documents before the economic crisis, during it and at present. In his view, when developing regulations in this area one should take into account the current stage of the economic cycle.
