Abstract:

Stability is a consequence of competitive advantage management of individual business organizations as well of national economic systems. However, during economic crisis a particular role belongs to stable entrepreneurial structures. The author believes that in order to improve it, industrial cooperation and regional clusters should be organized. The article outlines certain steps to solve these problems, starting from creation of regional programs for complex development of cooperation and cluster projects, to describing the stages of applying such programs.
