Railway tariff policy is an important component of the state economic policy. To better understand the prospects for the development of the modern railway industry and the problems that arise in the absence of the state railway policy one should turn to the historical experience of Russia. The author makes an attempt to identify the main causes for introducing the state regulation of railway tariffs in the 80-ies of the XIXth century. She also presents the analysis given in the works of the prominent Russian economist K.Ya Zagorsky.
