Abstract:

In this article, educational loans provided, on the one hand, as the strategy of behavior of economic agents to get professional education, on the other hand, as institutional innovation for the Russian population. We characterize the internal and external factors determining the choice between different educational strategies. Consider the risks of educational lending as a market transaction and defines the tasks of constructing a two-tier system of its institutional management.
