Abstract:

Cognition and effective regulation of the shadow (unobserved) sector of the economy is impossible without more or less accurate estimates. The available estimates of the sector vary considerably. Thus, the Federal State Statistics Service estimates the informal economy as 20-25% of GDP, and the Ministry of Internal Affairs – as 40-50%. Thus, the data are quite conditional, since they have a different nature: official, semi-official (estimated), unofficial (social, expert).
