The global economy shows the first signs of overcoming the crisis. However, these positive trends still are based on the mass support of the Government, rather than on increasing the autonomous demand. Most government programs were emergency measures. The article examines the existing approaches to regulation of the banking sector, short-term and long-term mechanisms for crisis management. The author suggests introducing prospective programs for preventing crises.
